
Environmental Impact Assessment for NFE South Holdings Ltd. LNG Terminal and Pipeline Project, Old Harbour Bay
This project proposes to construct a marine import facility comprised of a vessel berth and off-shore offloading and regasification platform at the general location approved by the Port Authority of Jamaica in the Portland Bight area of Jamaica. This facility will accommodate a Floating Storage Unit (FSU) vessel for LNG storage and a LNG carrier delivering LNG to the FSU. The FSU is a LNG carrier refitted for use as a storage vessel. LNG will be delivered by ship from various potential locations in the United States or other locations. The platform would contain equipment to regasify LNG as well as related processes and safety equipment. The liquid gas from the FSU would be carefully regasified and the gas would then be pumped into an undersea pipeline which follows the general route of an existing Automotive Diesel Oil (ADO) line which runs from the existing mooring facility to the JPS plant in Old Harbour.
Description of services provided by our team for the assignment:
- Overall Project Management
- Collection and Analysis of baseline data for: marine water quality, air quality and emissions, noise, marine benthic environment, terrestrial floral and faunal communities, climate and meteorology.
- Collection and Analysis of community socioeconomic data via questionnaire community perception survey and Stakeholder/focus group meetings
- Analysis of potential project impacts and recommended mitigation measures including fire and explosion risk.
- Analysis of Project Alternatives
- Preparation of Environmental Management and Monitoring Plans.
- Conduct Public Consultation / Town Hall Meeting for project.
