Phase I and II Environmental Site Assessment for Norman Manley International Airport

Phase I and Phase II Environmental Site Assessments (ESA) were performed in general accordance with the scope of services outlined in the American Society for Testing and Materials (ASTM) E 1527 -13 and E 1903, Standard Practice for Environmental Site Assessments. In October 2018, PAC Kingston Airport Limited, a subsidiary of Grupo Aeroportuario del PacÌfico S.A.B. de C.V. (GAP) and the Airports Authority of Jamaica (AAJ) signed a 25-year concession agreement (with a possible 5-year extension,) giving GAP operational control of the Norman Manley International Airport (NMIA) in Kingston. Previously, the NMIA was operated under a 30-year concession agreement with AAJ, of which the NMIA Airports Limited (NMIAL) is a wholly owned subsidiary.

The motivation for this privatization is to achieve modernisation and development; specifically, GAP will operate and maintain the airport, improving the efficiency of both landside and airside operations, and financing and completing the planned modernisation programme. As part of the concession agreement it is a requirement that an Environmental Site Assessment (ESA) be undertaken on the subject property. Additional surveys included: potential runway expansion areas within Kingston Harbour. The assessment was designed to provide an objective, independent, professional opinion of the potential environmental risks, if any, associated with the subject property.
